GENERAL DESCRIPTION:

  • Provides Program/Project Coordination, Technical Support and Integrated Logistics Support of OCONUS watercraft acquisition efforts being conducted by NSWC CCD. Support to be provided onsite at NSWC CCD, Joint Expeditionary Base Little Creek, Virginia Beach, VA

GENERAL DUTIES:

  • Scheduling, tracking, monitoring, and estimating of assigned projects to ensure cost, schedule and quality are met including:

1.    Provide delivery support of NECC boat programs through the development and execution of fielding plans.

2.    Provide fleet experienced operational input into program developed documentation (e.g. Integrated Master Schedule, Fielding Plan, Integrated Logistics Support Plan, Test and Evaluation Master Test Plan, Acquisition In-Process Review program briefs, Navy Training Systems Plan, Manpower Estimate, etc.).

3.    Provide fleet informed input to program decision points/products (ACAT milestone reviews, POM submissions, IOC/FOC decision briefings, Program Integrated Master Plan, etc.).

4.    Assess and advise impacts of changes budgets (OPN and OMN) / procurement plan quantities and schedule to fielded platform service life and rehab planning, LCM responsibilities.

5.    Attend TYCOM meetings and provide acquisition program office input into relevant issues to other boat programs.

  • Liaison with vendors, engineers, technicians, and management personnel of Government and private industry to accomplish successful fielding of new platform including:

1.    Help ensure and maintain a constant and effective flow of information between NAVSEA, NSWC CCD and operational forces.

2.    Coordinating and managing the efforts of individual Fielding Working Groups, as well as representing the NECC boat program fielding coordinator at meetings, working groups and progress reviews.

3.   Assess and Identify critical path issues and risks across working groups and identify solutions and mitigations.

  • Logistical and management support for meetings including:

1.    Participation and experience in reviews and planning meetings with Government representatives including high ranking US Navy officials;

2.    Preparation of briefing materials and presentations using Microsoft Products

  • Assist/support, provide oversight, ensure deliverables track with the program schedule, review developed information and provide comments, assist in resolving any issues that arise and overcome obstacles and review of system and equipment logistics support. Logistics support including:

1.    Review of fleet introduction and operational products developed by working groups for completeness and accuracy (Job Qualification Requirements, Standard Operating Procedures, Crew Training Plan, etc.).

2.    Review of technical manuals for NECC boat programs (e.g. Maintenance, Combat Systems, Weapons and Safe Engineering and Operations).

3.    Review and provide recommendations for outfitting of NECC boat program repair parts and equipment and integration of standard Navy/DoD sustainment support (Allowed Parts Lists (APL), Provisioning Technical Documents (PTD), Program Support Data (PSD)).

4.    Review and provide recommendations for new and existing boat and ancillary equipment Training support services (e.g. Crew Familiarization training developed by the OEM; initial and follow on NECC boat program training).

  • Review and provide recommendations for operational related items, including:

   1.  Operational Testing.

   2.  Fleet Introduction.

          3.  Pre and Post Operational Deployment instructions, planning, SOP’s.

MINIMUM SKILL REQUIREMENTS:

  • Qualified US Navy Surface Warfare Officer (Engineering Duty Officer, Type Commander or Group Staff or System Command preferred)
  • Acquisition Category (ACAT) level Weapons System Acquisition experience
  • Program/Project Management experience
  • Prior SWCC or NECC Small Boat experience
  • Technical familiarity with developing Tactics, Techniques and Procedures (TTP’s) and Training material
  • Significant life cycle sustainment experience (Defense Acquisition Workforce Improvement Act-DAWIA certification preferred)
  • Familiarity with DoD Planning, Programing, Budget and Execution (PPBE), POM and FYDP processes

 

SECURITY REQUIREMENTS:

  • This position requires US citizenship and will be subject to a security investigation, must meet the eligibility requirements to obtain, and maintain a security clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.
  • Requires an active Secret clearance

PHYSICAL REQUIREMENTS/PHYSICAL DEMANDS:

  • CARRYING and LIFTING. Ability to transport and lift up to 30 lbs.
  • Employee may access remote areas of multi-level vessels
  • Must comply with Company’s Driver Safety Policy to operate company and/or rental vehicles
